Context
The virtues of the public sector have been missed during the covid, economic and security crises of the past two years. The breakdown of the usual normal has necessitated recourse to national capacity and resilience and also responsiveness to policy priorities and social responsibilities. It has been a reminder of the need for both a key role for the public sector and a radical transformation of the way the public sector functions. It is also an opportunity to step back and reconsider the role and scope for the public sector in the changed dynamics of the world. Instead of being carried as a burden from the past, the public sector must be reimagined as the catalyst of the future technologies, industries and investment.
