Background:
In the current scenario of Pandemic being faced all over world, AIMA would like to contribute through online mode in the capacity development of procurement, supply chain and operations officers by providing online training program on “Government e-Marketplace and General Financial Rules 2017 “The training program will also cover the clause of Force Majeure in acse of Emergency situation like COVID-19.
The GFRs (General Financial Rules) are rules and orders dealing with matters involving public finances. The revised GFR-2017 aims to provide a framework within which an organization manages its business in a financially prudent manner without compromising its flexibility to deal with varied situations. The GFR-2017 enables an improved, efficient and effective framework of fiscal management while providing the necessary flexibility to facilitate timely delivery of services.
GeM (Government e-marketplace) – As per rule 149 of the GFR-2017 procurement of Goods and Services from GeM became mandatory for Ministries/Departments of Central Government. GeM has its own set of procedures for the procurement of Goods & Services available on GeM. Keeping this in mind, AIMA announces workshop on GeM and GFR 2017 covering the role of GFR with regards to Procurement of Good and services, E Procurement system and Nuisances of Gem.
